The role of internal security in relations between the EU and its neighbours

In the implementation of the external strategy for JHA, the Presidency gives priority to the countries of the Western Balkans and the countries of the European Neighbourhood Policy. These countries are close to the EU and are therefore of particular importance for the security of the Union. In addition, the United States and the Russian Federation have been invited because they are both specifically mentioned in the external strategy.

The Interior Ministers of the participating states (EU, candidate countries, European Economic Area partners, countries of the Western Balkans, countries of the European Neighbourhood, USA and Russia) will conduct an open debate on three topics:

  • Asylum and migration
  • Organised crime and corruption
  • The fight against terrorism

The Commissioners responsible for these areas, Franco Frattini (Justice, Freedom and Security) and Benita Ferrero-Waldner (Foreign Relations and European Neighbourhood Policy) will also take part in this event.

The results of the conference will feed into the ongoing work of the EU and form a foundation for the development of “Partnerships for Security” between the EU and interested third countries.
