Austrian Presidency Programme


The Austrian Presidency’s main priorities are climate change, environmental technologies and improving air quality.

Climate Change

The new European climate change programme will be a prime concern for Austria. The programme will contribute to compliance with the Kyoto commitments at both European and national level. At the international level, Austria will push for measures on climate change to be continued after the present commitment period. The meetings of the subsidiary bodies of the Framework Convention on Climate Change will take place in Bonn from 15-26 May. The work will be based on the outcome of the Montreal Conference on Climate Change.

Energy issues and climate protection are closely interrelated. Austria will also present the European Biomass Action Plan in the Environment Council and move forward the expected revision of the directive on the quality of fuels.

Environmental Technologies

Environmental technologies improve the quality of life and contribute to economic growth. At the informal meeting of European Environment Ministers on 19-21 May 2006 (Link to Calender), Austria wishes to discuss both the environmental and economic benefits of environmental technologies in order to promote the dissemination of environmental technologies. These activities all tie in with the Environmental Technologies Action Plan (ETAP).

Sixth Environment Action Plan

As regards the thematic strategies based on the Sixth EAP, Austria will focus in particular on clean air, waste and the urban environment. It also views all these thematic strategies as examples of better regulation. This particularly applies to air quality and waste, where the provisions are likely to be consolidated while maintaining environmental standards at their present level.

Emission Standards for Passenger Cars

Austria will also work to tighten exhaust emission standards for passenger cars (Euro 5) so as to reduce the health risks from diesel exhaust emissions. This issue is directly related to air quality but does not come under the thematic strategy.

Flood Control

Depending on the timing of the European Commission’s proposals, Austria intends to tackle the issue of flood control. The aim is to draw up management plans and flood hazard maps for all areas at risk, in order to put in place an effective, long-term strategy to prevent flooding and to limit any damage that does occur.

Genetically Modified Organisms (GMO)

In addition, Austria will continue activities begun by the previous Presidencies, including the debate on genetically modified organisms (GMOs).
