Daul: The contribution of the EU Parliament to better regulation

 

The President of the Conference of Committee Chairs of the European Parliament, Joseph Daul, underlined the efforts of the European Parliament to strengthen the confidence of citizens in the European Union and to increase the efficiency of decision-making at European level. He regarded it as being particularly important to make the legislative process more transparent for the public. In addition it was important for the quality of legislation to assess more accurately the economic and social consequences of regulation. Other groups of persons should also be involved in this procedure, he proposed, pointing to the European Parliament's positive experience with the instrument of impact assessment. 

The quality of the implementation of decisions is also important because it is well-known that the partial or tardy implementation of European legal acts entails a large number of problems. The European Parliament was closely studying this question. For it often had nothing to do with the quality of European laws when citizens start voicing their criticism, but more to do with the faulty implementation of these laws by regional or local authorities. 

In his presentation Daul also stressed the importance of cooperation with the Committee of the Regions and the simplification of the legal system. The European Parliament welcomed the withdrawal of 68 Commission proposals, but considered it important for such withdrawals to be justified. Daul proposed extending the participation procedure and collaboration.
