First open ESDP Orientation Course organised under the Austrian Presidency

 

Vienna/Brussels. The Federal Ministry of Defence, supported by the General Secretariat of the Council and the European Commission, will host the first ESDP Orientation Course open to participants from candidate countries, third States and international organisations, taking place in Brussels from 20 to 24 February 2006.

Representatives from a total of 50 third States of all continents and from international organisations such as the UN, NATO, the OSCE and the African Union have been invited to attend the course. The aim is to familiarise these states and organisations with the main objectives of the European Security and Defence Policy (ESDP) as an essential part of the Common Foreign and Security Policy (CFSP) of the European Union and to enhance mutual trust through transparency. For some states which have already participated or participate in EU-led operations the course represents a further important step on their way to operational integration in the field of ESDP.

The course is organised under the auspices of the recently established European Security and Defence College (ESDC) which aims at enabling common training of civilian and military personnel dealing with strategic aspects in the field of ESDP/CFSP. The primary objective of the Orientation Course is to provide participants with a basic knowledge of ESDP institutions and EU Crisis Management procedures.

Three courses open to third States will be held during the Austrian Presidency. The second course hosted by Lithuania and France will take place in Vilnius and place emphasis on Eastern Europe. The third course inviting also participants from the Western Balkan states will again be hosted by the Austrian Presidency.
