Summary, Informal Workshop on Climate Change

 

As a start-up of the work of the Austrian EU-Presidency in the area of climate change the Austrian Federal Ministry for Agriculture, Forestry, Environment and Water Management has organized a three-day workshop, which took place from January 18th to 20th, 2006 at Semmering (Lower Austria). About 90 participants from almost all 25 EU member states, the Commission, the Council Secretariat and the acceding countries Romania and Bulgaria were present.

The aim of the workshop was to discuss the implementation of the decisions of the very successful climate conference in Montreal (11th Conference of the Parties to the UN Framework Convention on Climate Change and 1st Conference of the Parties acting as meeting of the Parties to the Kyoto Protocol) within the Community and to agree on the next steps to take.
Four working groups have been convened, which dealt with the following topics:

  • Process under Art. 3.9 of the Kyoto Protocol (greenhouse gas emission reductions by industrialized countries post 2012)
  • Dialogue under the Framework Convention on long-term cooperative action
  • 5 years work programme on adaptation
  • Fund for implementing adaptation measures in developing countries

Consensus has been reached on a work-plan for the Council Working Party in Brussels and the Expert Groups until the next sessional period of the Convention bodies in May 2006 and on first elements for the EU position papers, which – according to the Montreal decisions – have to be submitted to the Climate Change Secretariat. In addition there was agreement on the main topics of the draft Council Conclusions on climate change for the Environment Council in March 2006.

The first formal meeting of the Working Party (Working Party on International Environmental Issues/Climate Change) will take place at the 31st of January in Brussels.
