Green Public Procurement: how to turn policy into practice!

 

Together with the Austrian Environment Ministry, the European Commission is arranging a conference on green public procurement within the framework of the Austrian Presidency. The conference is aimed at procurers and representatives of local, regional and national administrations, as well as industry and the services sector.

Green public procurement does not just mean the purchase of recycled paper, for example, but the overall, high public-sector demand for goods and services with a view to recording and reducing the various resulting environmental impacts.

Within the EU, the public procurement volume is approximately 16% of GDP. The importance of public procurement is to be used as a lever for the green development of the market as a whole, so as to make a contribution to sustainable development and achieve specific environmental policy objectives, such as bringing about a reduction in greenhouse gas emissions by improving energy efficiency.

The Graz conference will present successful examples of green procurement of public goods and services, which have been collected within the framework of an EU-wide survey. Hence, this conference also constitutes a follow-up to a conference organised by the UK Presidency in October 2005 on this same subject. The aim of the Graz conference is to provide public procurement agencies with specific practical examples, so as to encourage procurers in the ecological development of contract-awarding procedures in their area.

The aim of the conference is to contribute to:

  • a deeper understanding of green public procurement and its benefit for the environment and the economy
  • demonstrating the effectiveness of green public procurement
  • explaining the significance of public demand for the economy
