Salzburg Conclusions on EU-LAC Science & Technology Cooperation

 

The EU-LAC Science and Technology Senior Officials Meeting held in Salzburg on 1st to 3rd February 2006, in preparation of the Vienna Summit to be held on 11th and 12th May 2006,

Considering

The Brasilia Statement and Action Plan for S&T Cooperation, adopted on 22nd March 2002, and the Guadalajara Declaration adopted on 29th May 2004,

Recognizing

The importance of Science and Technology for the sustainable, economic and social development of our countries, including poverty alleviation and social inclusion,

The progress being achieved, such as various S&T agreements, a number of S&T promotion platforms in the LAC region and the increased participation in joint research projects as well as coordination activities,

The potential for our partnership to realize further progress,

Noting

The continued commitment of the Senior Officials to re-enforcing the EU-LAC Partnership in the area of Science & Technology development,

Agree

1. On the need to implement the Brasilia Action Plan for S&T Cooperation and Paragraph 93 of the Guadalajara Declaration, focusing on the following updated priority domains for S&T cooperation:

Health and Quality of Life
Information and Communication Technologies
Sustainable Development and Environment
Food, Agriculture and Biotechnology Energy (in particular Renewable Sources)
Cultural Heritage

and cross-cutting areas such as:

Strengthening Innovation Capacities (particularly related to SMEs)
Education, Training and Mobility of Human Resources
Public Awareness of Science, Technology and Innovation
Intellectual Property Rights

2. To widen the Science and Technology dialogue from a predominantly bilateral to a bi-regional context,

3. To strengthen national, regional, European Community and LAC instruments for research cooperation on well-defined thematic priorities of mutual interest (regional S&T promotion platforms, National Contact Points network, awareness raising and information activities, EU Research Framework Programmes), as well as:

a. New bi-regional mechanisms for S&T cooperation, which amplify the impact of existing bilateral and regional initiatives,

b. higher education and scientific mobility initiatives such as bilateral and EU funded mobility schemes,

c. S&T cooperation via joint collaborative research projects,

d. instruments to activate intra-regional cooperation, such as technical assistance networks.

4. To foster the bi-regional S&T dialogue via meetings of Senior Officials  a. to address and define key issues identified in the Plan of Action,  b. to propose options for action, and  c. to assess its implementation.  In the above context, to encourage participation in bi-regional collaboration activities, open to all interested parties. The S&T dialogue must meet local needs, promote S&T culture and include countries and economies of all sizes.
