EU Statement on the Annual Implementation Assessment Meeting 2006

  1. Over the years the OSCE has developed an impressive acquis of confidence- and security-building measures and norm setting documents, which are an indispensable component of European security. Review and evaluation of this acquis’ implementation preserves its added value. In this regard the Annual Implementation Assessment Meeting is an essential instrument. The European Union considers full and transparent implementation of all agreed norms and measures as a key objective of the OSCE and any recommendations made at this AIAM to achieve this goal will be welcome.
  2. The European Union recognises the implementation of the Vienna Document 1999 as one of the main objectives. The assessment of the implementation of confidence- and security-building measures remains a primary function of the AIAM. We note that there are challenges which continue to emerge in the area of verification activities and of the timely and complete exchange of information. Until now the situation has not yet been reached, where all OSCE participating States provide the full information required by the VD99.
  3. Another key issue to which the European Union attaches great importance is the destabilising, illicit accumulation and spread of SALW which constitutes a growing threat to peace, security and development. Based on the European Security Strategy the EU adopted on 13 January 2006 a Strategy on SALW to combat illicit accumulation and trafficking of SALW and their ammunition.
  4. The European Union welcomes the steady progress made on the implementation of the OSCE SALW Document in the past. We look forward to its successful implementation and compliment those participating States that have offered their expertise. The Annual Implementation Assessment Meeting provides a sound forum to evaluate the implementation of the OSCE Document on SALW and to provide further food for thought for discussion in the FSC. Especially this year it could also be used to help prepare the contribution of the OSCE to the UNPoA Review Conference.
  5. We welcome the development of projects with the aim of containing and reducing the dangers emanating from surplus stockpiles of SALW, as well as stockpiles of conventional ammunition, explosive material and detonating devices and note with appreciation of the ongoing work in the Forum for Security Co operation to develop Best Practice Guides related to Stockpiles of Conventional Ammunition, as well as best practice guidance on national procedures for stockpile management and security of man-portable air defence systems. We attach great interest to the possibility of assessing existing and future instruments in this regard.
  6. The EU also attaches great importance to the full implementation by all participating States of the Code of Conduct on Politico-Military Aspects of Security, since it contains fundamental common values upon which the comprehensive security concept of the OSCE is based. The Annual Implementation Assessment Meeting is an opportunity for the participating States to evaluate the implementation of the Code and the responses to the revised Code of Conduct questionnaire. In this context we are looking forward to the discussion on the Code of Conduct. We welcome the idea of convening a special FSC meeting on the Code, which would enable more comprehensive assessment of its implementation.
  7. The European Union having adopted a Strategy against the Proliferation of WMD in 2003 attaches great importance to OSCE Principles Governing Non Proliferation and follows with great interest the implementation of UN Security Council Resolution 1540. The FSC decision last year on supporting the effective implementation of UN Security Council Resolution 1540, as subsequently endorsed by the Ministerial Council at Ljubljana, is an important contribution to the prevention of proliferation of weapons of mass destruction and their means of delivery and related materials. We are looking forward to discussing among participating States the implementation of this decision.
  8. The European Union notes the improvements made to the Communications Network during the past year, especially the completion of the modernisation process and the adoption of the INA software. The EU welcomes those participating States which have connected to the Network since its modernisation and urges those that have not yet done so to join.

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, EFTA countries Iceland and Norway, members of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
