EU Response to the Director of ODIHR

 

1. The European Union warmly welcomes Ambassador Strohal back to the Permanent Council and thanks him for his comprehensive and detailed mid-year report.

2. Mr. Chairman, we use this opportunity to reiterate the European Union's strong support for ODIHR and to stress again the importance of adhering to international obligations and commitments on human rights, democracy and the rule of law under all circumstances.

3. During the first half of this year ODIHR has continued its strong efforts to assist participating States in the fulfilment of their OSCE Human Dimension commitments, as foreseen in its mandate. Another activity currently occupying the ODIHR is the preparation of the report for the upcoming Ministerial Council in Brussels. We have taken note of Ambassador Strohal's invitation to an informal briefing next Friday on the preparation of this report and we look forward to a fruitful exchange of views.

4. Mr. Chairman, a considerable number of election-related missions have been deployed by ODIHR during the first half of this year. We commend ODIHR for its excellent management of these missions, which provide valuable support in assisting participating States comply with their commitments, as well as for its continued efforts in developing practices for comprehensive follow-up to elections. We encourage the States whose elections have recently been observed to work closely with ODIHR to implement the recommendations in election observation reports with a view to promote and reinforce democratic processes.  We also welcome ODIHR’s efforts to promote geographical diversity among election observers and to encourage election observation by domestic, non-partisan observers.

5. The EU was pleased to note that the Supplementary Human Dimension Meeting on Human Rights Defenders in March, and the Human Dimension Seminar on Rule of Law and Due Process in Criminal Justice Systems in  May, proved to be very good platforms for discussion. The EU looks forward to examine the possible follow-up on the recommendations of these meetings and commends ODIHR for already doing so. The EU would support a greater focus on the situation faced by human rights’ defenders in OSCE region.

6. Mr Chairman, Tolerance and Non-discrimination remain high on our agenda. We encourage ODIHR to use all its instruments for monitoring and providing advice throughout the whole OSCE area, through its Tolerance and Non-discrimination programme.

7. We also commend ODIHR for organising the preparatory NGO meeting the day before the Tolerance Implementation Meeting in Almaty on 12 and 13 June – which proved an important factor of the overall success of this event. Both events also followed up successfully on the Chair’s Perception Paper and many of the recommendations there made can be used to help a further meaningful development of the tolerance and non-discrimination activities within OSCE.

8. We appreciate that Roma and Sinti issues have been mainstreamed into all programmes and note that specific attention to Roma has been paid in election-related work as well as in conjunction with the Anti-Trafficking Programme and other relevant programmes. It is important to continue further implementing the Roma and Sinti action plan.

9. Mr Chairman, the EU continues to support ODIHR's activities within the Democratisation and Human Rights Programmes, underlining the importance of rule of law and democratic institution and capacity building. The EU supports ODIHR’s commitment to a methodology based on experience from countries in transition and lessons learned from field missions. Important work has been carried out in assisting states in ensuring that international obligations on human rights and the rule of law are respected when combating terrorism.

10. The EU calls upon Uzbekistan to take up Ambassador Strohal’s offer of constructive engagement on the recommendations of ODIHR trial monitors contained in their April report.

11. Finally, Mr Chairman, the EU is very much looking forward to an active participation at this year's HDIM. We wish Ambassador Strohal and his dedicated staff all the best as they prepare for this important event and continue their highly demanding tasks within the human dimension.

 

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina and Serbia, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
