471st Forum for Security Co-operation


EU Statement on the Occasion of the Change of Chairmanship of the Forum for Security Co-operation

 

1. The European Union would like to extend a very warm welcome to Bosnia and Herzegovina as incoming Chair of the FSC, and to Bulgaria as a new member of the FSC Troika.

2. Before addressing the programme of work presented by the new Chairmanship we would like to express our appreciation for the work done last year under the chairmanships of Azerbaijan, Belarus and in particular by Belgium which was instrumental for reaching consensus in the final term.

3. The success of the combined efforts of the FSC Chairs, Coordinators, Chefs de File and of individual Delegations was reflected in the decisions adopted or elaborated by the FSC which have been endorsed -respectively adopted - by the Ministerial Council in Ljubljana:

  • The FSC Decision regarding the  Seminar on Military Doctrine to be held on 14./15.February 2006
  • The FSC Decision regarding the implementation of SC Res. 1540 on non-proliferation and
  • The Decision of the Ministerial Council on implementing the SALW and Stockpiles Documents.

All of them are important as they address issues of substance and actuality.

4. These Decisions are however only the tip of an iceberg as is demonstrated i.a. by the comprehensive description of FSC activities in 2005 given in the letter of the Belgian FSC Chair to the Chairman in Office of the OSCE and by the “Progress Reports” on implementing the SALW and the Stockpiles Documents. 

5. The work done should be seen as an encouragement to strive for further strengthening cooperation especially in the above mentioned areas of non-proliferation, SALW and stockpiles of ammunition for the benefit of comprehensive security and stability in the area of the OSCE and of its Partners for co-operation.   

6. We welcome therefore the work program presented today by the incoming Chair of the FSC,  Bosnia and Herzegovina:

There is no need to comment all the details but we would like to welcome in particular the following points:

  • That there is a joint programme for all FSC Chairmanships and a division of labour inside the troika for 2006.
  • That due attention is given to the preparation of the main events in the first semester 2006 such as the Seminar on Military Doctrine, the 16th AIAM and the fourth ASRC.
  • That the focus is kept on making progress in project development in two areas which are of immediate concern for a large number of people: the elimination of the threat of excessive stocks of SALW and Ammunitions.
  • That the implementation of UN SC Resolution 1540 is seen as a priority.
  • That the chair intends to continue the exchange of views related to the Fourth Follow-up Conference on the Code of Conduct.
  • That the security dialogue is given due attention as a necessary platform to connect the FSC with new developments and with other international fora. 

7. Mr Chairman,

The EU looks forward to co-operate with the Chairmanship of Bosnia and Herzegovina and to make its active contribution, in order to further strengthen the relevance and the efficiency of the FSC.

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia [1] and the former Yugoslav Republic of Macedonia, the Countries of the Stabilisation and Association Process and potential candidates Albania and Serbia and Montenegro, EFTA country Norway, member of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
