1. The European Union would like to extend a very warm welcome to Bulgaria as incoming Chair of the FSC, and to Canada as a new member of the FSC Troika.
2. Before addressing the programme of work presented by the new Chairmanship we would like to express our appreciation for the work done in the first months of the year under the chairmanship of Bosnia and Herzegovina which has laid the cornerstones for the coming work of the year.
3. One of these was the fifth high-level Seminar on Military Doctrine and the other one was the sixteenth Annual Implementation Assessment Meeting. Both meetings were a success and now require follow-up. Further achievements were made in deciding on
- Annex C to the best practice guide on national procedures for stockpile management and security of the OSCE handbook of best practices on small arms and light weapons and
- An FSC contribution to the 2006 Annual Security Review Conference.
In addition the FSC chair stated its intention to hold a special meeting on SALW on 17 May and a special meeting on Code of Conduct on 27 September.
4. The seminar, meeting and decisions are only a small selection of activities already accomplished in this year and should be seen as an encouragement to strive for further strengthening cooperation. This year the EU’s focus lies on the areas of SALW and stockpiles of ammunition as well as the non-proliferation of WMD.
5. We therefore welcome the work program presented today by the incoming Chair of the FSC, Bulgaria:
According to our assessment it does not seem necessary to comment on all the details but we would like to welcome in particular the following points:
6. Mr Chairman,
the EU looks forward to co-operate with the Chairmanship of Bulgaria and to make an active contribution, in view of further strengthening the relevance and the efficiency of the FSC.
The Acceding Country Romania, the Candidate Countries Turkey, Croatia and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, EFTA countries Iceland and Norway, members of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
* Croatia and the former Yugoslav Republic of Macedonia continue to be part of the Stabilisation and Association Process
